The shootout scenes resemble Counter-Strike

Throughout the film, the shootout scenes between Agensts Ecks and Sever, the Vancouver PD SWAT and Agent Clark's commandos make you feel you're playing Counter-Strike, where the SWAT officers are compared to the CTs and Agent Clark's commandos led by Ross are the terrorists.

I think it resembles Virtua Cop 2; especially with the hostage running out and screaming 'Don't Shoot!' <----same quote and pose from the game.
