What exactly do you think Berell had on Daniels from his past of coming up in east district? Did Daniels forget to turn in some drug money just like Herc and Carver or what?

It's very strongly insinuated that he was skimming money off drug raids or something similar. The FBI investigation on him indicated that he had far more liquid assets (I believe the number given was $200,000) than someone at his pay grade should.

That one scene of Herc and Carver pocketing a bit of cash during the stash house raids following Kima's shooting seems to suggest Daniels did the same thing back in the day, given Carver is supposed to be the second-coming of Daniels at the end (transforming from a hot-headed and inexperienced rookie to a seasoned, streetwise veteran cop, and getting promoted to Lieutenant in the series finale).

It probably explains why Daniels wasn't hearing any of their explanations when they accidentally misplaced some of the money they confiscated from Wee-Bey (even though they happened to be true in this case ). He knew from experience what went down in Narcotics on a regular basis.
