Is the episode 'Raisin the Stakes: A rock Opera in three acts'...

in some ways a reference to Cartoon All-stars to the rescue? It seems like there are some similarities, and I was wondering since they referenced so very many things in Raisin the Stakes, if Cartoon All-stars was one of those things.

I haven't heard anything like that, but I also don't know what Cartoon All-Stars is. The show definitly rips on things like Yellow Submarine and similar 60/70's cartoon themes.

That and rock songs.
