I definitely think this is Joss' definitive work.
Buffy and Angel were brilliant and still are, but you can definitely see him trying and improving on himself episode by episode and season by season.
He took all that he had learned from making those two iconic series and applied it to making Firefly. And the result is nothing short of astounding.
That isn't to take away from post-firefly works, as they were all brilliant in and of themselves, just not quite as much so.
Dollhouse had a very intriguing premise and knowing how he envisioned it to end up, it would have been interesting to see it evolve there progressively... how the characters get from where they start, to where they are in the Epitaph episodes.
The Avengers showcased everything Whedon does perfectly. The
Age of Ultron just asked him to work far too much into the story to make any kind of sense. There was two films worth of story in that movie.
It isn't as bad as BvS which had ay least 3 or 4 movies worth of story crammed into a single one, but not even Joss Whedon can tell a sequel that stands on its own, as well as sets up the next three movies and the next direct Avengers sequels, takes into account the minutia of crap that has happened in the shows and also previous non-Avengers related MCU movies.
