Either because Disney animators ask for too much money, or because they're sitting on their butts too much. Based on the animation quality, I really couldn't tell you. Animators are usually just given a budget to work with, and it seems like they didn't put it to it's best use.
Check the other similar message for a list of how much it DOES cost to make an actual film. It's actually quite sad in Disney's case.
But I think what really happened is that Disney began working with a premise before even having a script - and then wound up going through several different variations of the same story before they finally agreed on what to make. And by that time, they'd already spent a lot of money just writing a script with storyboards. The same thing happened with "Emperor's New Groove" and "Monsters Inc."
