While Anarchy 99 was a small, well trained 'army', the cops did arrive in force and it would not be difficult to thwart their plans at this point - hence the concern and well there is also the contempt.

... lucky some of them were inept, corrupt - or both.

If you notice, the "A" in "Ahab" is written the similarly to the famous Anarchy symbol. I thought that was a nice touch.
