Maybe he just doesn't drink (or smoke)? Could be as simple as that. I've known plenty of badasses that didn't drink or smoke, but didn't make a big deal about it by labeling themselves "straight edge", or that didn't drink or smoke tobacco, but did other things like smoked pot.

After Xander made the comment to the guy about smoking I got the "Straight Edge" vibe, which is not uncommon in the "action sports" community.
Director Rob Cohen also said time and time again while promoting xXx that Xander Cage was the anti-Bond. Bond drinks and Smoke(s)d, so naturally Xander wouldn't. The tuxedo wearing agent who gets killed at the beginning is a nod to Cohen's "Out with the old, in with the new" approach.
