The Charger is/was heavily modified with a supercharger and had reportedly been built as a quarter-mile drag race car, complete with wheelie-bars stickin' out the back end, to justify Dom's reticence to driving it.
The 1967 Pontiac GTO, on the other hand, was presumably remaining "stock" under the hood with a Pontiac 400-V8. Well, you can only assume this because there weren't any performance references made or open-hood visuals available with this car, which was found "hiding out in Berlin." It is all speculative, of course.
BUT.... In real life, I am proudly the owner of two of the five GTOs built for 'xXx' so I can give you the straight scoop. Yep, two of the five cars (both Stunt Car #1 and #2) were originally Pontiac LeMans hardtops which had their 326cid V8s replaced by smallblock Chebbies (actually, ZZ4 crate motors). The other three cars were real GTOs and kept their original 335-hp 400-4bbl Pontiac V8s. (I own one of each... the real GTO "SFX Flame Car" and a cloned LeMans, called "Stunt Car #2. Both of these returned from filming in the Czech Republic as roofless cars; the others remained hardtops!)
I honestly don't know what the Charger -- as used in the iconic final "F&F" drag race scene -- was supposed to have had under the hood... 383? 440?
In real life, it was most likely a SB Chevy with a fake blower/supercharger thingy for effect??? Dunno.

The Charger was black and wicked looking, and actually served as inspiration for the presence of the GTO in "xXx" (this, according to an interview with the fellow who was the transportation coordinator for BOTH of these films). The big Charger "reveal" scene in Dom's garage had a measurable audience response that Director Rob Cohen wanted to re-create in "xXx," hence the GTO "unveiling" scene.
Factoid: The original script for "xXx" called for a RED 1972 GTO, but the roof-ejection gag (devised rather late in the scripting process) meant that an earlier GTO (from 1964 through 1967 era) would be better suited to physically cut-off the roof, hence the choice of a '67 GTO hardtop instead!

Well, I hope you enjoyed the GTO's cameo appearance at the ending of the newest xXx: Return of Xander Cage.
It is the exact same 1967 Pontiac GTO Flame Car as seen at the ending of xXx (2002) atop the Charles Bridge in Prague.
