It wasn't. The reason why Brett Ratner wants to do a 4th film is simply to make up for the misses of this film. This film was to have been released between 2005 or early 2006. What delayed the film was mainly Chris Tucker because he wanted more money, more screen time than Chan, and editorial say of his character. The studio played a tug-o-war with him and they were close to either recasting his role or creating a new partner for Jackie Chan, at the time, Martin Lawrence and the late Bernie Mac were rumored to be possible replacements for Tucker. Jackie even threw a jab at Tucker for his antics by saying that "Yes, he made a lot of money with the first two films but where has he been in 7 years to all of a sudden feel that the studio owes him?" Tucker finally gave in and filming commenced inmediately after the long and costly delay. Nothing creative and fresh was put into the film, if you watch carefully, it recycled a lot from the first two films combined. The studio and the two actors wanted it to get it over with. Ratner wants another film but at this point, it's doubtful it'd happen as Jackie Chan has semi-retired from action films as he's gotten older. Tucker hasn't made any films since "RH 3" and he's supposedly awaiting to start a comedy-drama film under Ratner about Frank Sinatra's chauffeur that it's still on limbo (no longer even mentioned as it was probably cancelled) because Ratner is working on doing "Beverly Hills Cop IV" with Eddie Murphy, who's picking the right script as none are pleasing him so that's another delayed Ratner film.
