who were they and what was their relevance to the story? I don't remember seeing them anywhere else in the movie

One of them was the main protagonist of the director's previous film I Stand Alone (1998). He mentions in this movie that he was arrested for having sex with his daughter, which occurred in the previous film. Not sure of his significance other than a cameo.

For the longest time I thought he was the rapist and he raped Alex without knowing it was his daughter.

Prison? Sorry, I'm American and we don't have prisons that look more like flop houses above gay felch clubs, nor to prisoners get to wear their own clothing or smoke. But what do I know.
