It seems that his plan in this movie is his most diabolical one, if that so, then why does his plans in the TV Series didn't seem more threatening?

Because, it's a movie that had a theatrical release. It HAS to be more threatening.

On TV, his evil schemes are allowed to be silly and less extravagent.

Why we are wired this way, I'm not quite sure.

Unrelated Question: Does anybody know where I can find blink-182's "Flyswatter" album?

Note that because he is the creator of those other Apes, Gorillas and Monkeys out there. Because of some reason, he got disobeyed and this ticked him off. Mojo Jojo then didn't have the mind on Monkeys anymore for the TV series.

Or in some cases it is a Movie.

I always joked that he lost all his brain cells on his movie plan so his TV plans sucked. LOL
