Why didn't Boyle use 16mm film instead?

It would've served the gritty urban look he was going for and still maintain decent amounts of picture quality. I hate that he chose to shoot in dv because the quality standards have risen so much that it's become almost unwatchable for me.

Shooting on DV was absolutely crucial for the empty London scenes. The police agreed block the streets to empty parts of London, but only for an hour a day, so they only had an hour to set up, shoot and clear everything up. before the streets open again. This was also done at 4AM to minimise disruption.

That would not have been possible if they shot it on film because film cameras take a lot longer to set up, plus, the movie had a very low budget, so it was cheaper to shoot on DV.
