I think TAR will end this year.
CBS will burn off the last filmed series April through June.
They will replace TAR with Hunted. The former has 0.9 demo ratings while the latter has 4.1 and 1.4 ratings for the first three episodes.
I haven't paid attention to the Hunted yet, are they from the same producers and production company? If so, then I'd unfortunately tend to agree with your assessment.
If not, I could still see CBS greenlighting a season and then holding it in the can until they need it as a filler. It still has a guaranteed loyal following, not enough to put it in prime time slots, but if they need a Friday-Sun filler, it fits in well.

I watched the pilot episode of Hunted last Sunday and it was awful. Haven't seen a pilot episode that was so awful since Jessica Jones. CBS would be crazy to replace TAR with Hunted.
