the most unrealistic part of the show was the total lack of traffic in Los Angeles

Every single time on 24 that someone needed to drive somewhere in LA you would never see them stuck in traffic. They were always able to get wherever they were going within a relatively short amount of time, always less than an hour. It wouldn't matter where in LA they were going to or from or the time of the day. Whether it was Jack Bauer, someone else from CTU or a terrorist, they never had to deal with traffic.

As everyone who has ever driven in LA knows, that's completely unrealistic.

That's still more realistic than the notion that The US government would be this adept at preventing this many complex terrorist attacks, when they struggle to keep our roads in decent shape

I don't know what show you were watching but 24 doesn't portray the U.S. government as being adept at stopping numerous complex terrorist attacks. It mostly shows the government being incompetent at stopping terrorism. The attacks on the show that are actually prevented are always stopped at the very last second and it's all the work of one man, Jack Bauer. And as unrealistic as it is for one man to stop all those attacks, it's still more realistic than the near total absence of traffic in Los Angeles.
