Late 80's early to mid 90's show

I was wondering if anyone can remember a show that came on in either the late 80's to mid 90's. I can't remember which cause I was a little kid and only saw a couple of episodes. The show was like a precursor to Power Rangers. The teenagers got these tattoos from an alien blob that sat on a table in the middle of a room. And whenever there was something wrong there tatoos would appear and start flashing. And I think that had these wrist straps things that covered the tattoos, or they may have covered them with their shirt sleeves I can't remember. This wasn't a cartoon though. Your help would be much appreciated and give my poor brain a rest from trying to remember.
