I saw it on tv tonite, and i noticed this girl in it, she was in the scene where Van was sulking while playing the guitar...the girl that was on his lap when tara reid walked in

Im not sure but she sounded like that girl from one tree hill sophia bush
she has a really annoying scratchy voice

It's Sophia. She's credited as Sally.
