I think it was because he had to make sure no one that was there that summer was still alive. I mean 85 years, was definately a little longer than he should have. But I also think that deep down, he knew Winnie wouldn't drink the water after hearing Miles' story and what Tuck said also. So if he had come while Winnie was still alive and much older than he (well, looks wise) It just would've been weird, and more painful than if he had just shown up to find her dead. hope that makes sense?
also, i feel like that he was in love with 15 year old winnie. it may have been to hard to see her as an old woman, and if she did regret her decision, it would be painful for her as well.

if he had come back earlier, he might have been able to convince her to drink. but who knows what can happen in 85 years. maybe he was in jail? with all the crazy adventures he might have had, there could be more than one reason why it took so long. though after 85 years, if he hadn't seen her by then, i think a 189 year old man would expect her to have moved on. he probably just wanted to check to see that she had a full and meaningful life.
