As I recall, there is no "rule" in the book. When Mae, Miles and Jesse find Winnie by the spring, they just kind of panic and throw her on the horse to take her home, so they can keep her away from the spring until they can figure out what to do. In fact, I think Miles says something along the lines of "We should have had a plan for this, we should have known it would happen eventually."
I also was confused about the "rule" thing, since I can't picture the Tucks killing innocent people, and when Winnie was brought back to their house they obviously had no clue what to do with her. I guess I just assumed the "rule" was that they couldn't let anybody who was suspicious about the spring go, for fear that they would try to drink from it or tell somebody about it.
