I've heard it loads of times, I'm pretty sure it has NO lyrics, it's the music they played when they were doing that pseudo-documentary (when they mentioned shaft and a few other elements of 70's culture), anyone know what the name of the song is?

Ah, yes. The mostly white soul band from Scotland. Obvious choice, really, for a film called "Undercover Brother"!
