Yep it is underated. I saw it at the cinema when i was in NZ, and had never heard of it, but the critic in the paper, said Kurt Russell gave a excellent performance, in a solid cop thriller.
I can only guess, that because Kurt Russell is usually in John Carpenter films that this maybe turned some people off. Thinking it would simply be no good, or that it would be too corny. On the contrary, Kurt Russell just shows how good of an actor he is. Brendan Gleeson is always reliable and convincing, and the story and pace of the film are good.
Perhaps because not much money was thrown at it, during its marketing, maybe it went under the radar.
