Yep, it's quite an uneven movie. The plot is great (maybe it's so because the guy who wrote the L.A. Confidential novel was involved?), Russell's character has a really interesting evolution, some scenes are beautifully filmed (like the one where Kurt Russell is driving through smoke), some are well scripted (Perry's confession in the end was actually real good), and then you also have the cheesiest things you could think of, like the church scene where Holland is supposed to look like the Saviour of the black (deeply faithful too) community, or the really bothering "nice cop with cute relationship / wicked cop with screwed up family life" cliche.
A bit of a strange bird, this movie was.
