Sorry to be the bearer of bad news, but Harry Goz - the gentleman who provided the voice for Captain Murphy - died a few years ago.
I believe the guy who voices Tornado Shanks is Harry Goz's son in real life. Obviously, not nearly as funny as his father.

I cant watch the later episodes with Shanks in it, he just isnt funny at all. In the episode "Butchslap" he seems more levelheaded than Quinn.
