HELP!!
i did about 10 police missions and that i got a page saying that there was a police bribe to be at the hideout... where is that???

That is correct. They will also be at places yet to become safehouses (if you went over to other islands early by using a game glitch).
The locations are...
Portland: An alley between "The Glenwood Drugstore" and "Eddie's Used Boiler Supply Co" signs on the Westernmost street of the Red Light District.
Staunton: A downhill alley that's halfway along a diagonal street in the Belleville Park area.
Shoreside: The Southwest corner of the hilltop apartments in Wichita Gardens.
The Portland one is pretty much a no-brainer, because the game instructs you to go there prior to doing any missions in a new game...and it becomes marked on the radar when you do. However, the other 2 will not be marked until the storyline has progressed to those areas.
All rewards (such as free weapons for hidden packages collected) will be delivered to all 3 locations whether or not the islands are unlocked...you can even store vehicles and save the game at locked islands.
