I'd say Serbia, based on the following:

In reality, the coordinates given in the Justice League Unlimited episode "The Great Brain Robbery" are in Vojvodina, an autonomous province in northern Serbia. Likewise, the coordinates shown in "Maid of Honor" also place the Kaznian royal palace in Vojvodina.

Kaznia sounds like Bosnia or Serbia but has nothing to do with neither of them. Both of those lands are poor, underdeveloped democratic countries and certainly not hi-tech monarchies.

Also, they speak Russian or something in those episodes, not Serbian.
