Is he just a side charcter or does he actually get to do a lot?

He does a lot. Believe it or not, he is the comedy relief of the group. It's the Wally West Flash and not the Barry Allen one. One of the best episode is where Flash and Lex Luthor switch bodies. Priceless!

He had some pretty decent storylines.

In the third season he was absent throughout. May have had to do with the actor voicing him was unavailable during that season.

But he had his comeuppance when he beat Luthor/Brainiac in the final episode of season 4.
