THe old Chinese guy that Jet Li goes to. Was he his uncle? Related to him? What did he mean when he said that he had "4 others like him who all died"?

I saw it a few weeks ago.
From what I gathered, the old man was not his uncle, but a "sleeper" agent, who housed agents for the Chinese intelligence. He had agreed to work for his homeland, and almost seems ready to retire. The "4 others" where either agents or police, all of whom died.
If I remember, and I might be wrong on my recollection, I think the French detective alluded to a Chinese agent that died before Jet Li's character came on board.
