Brutual murder at the start

A thing that made the nature of the characters very hard to figure out at the beginning was when Jet Li's character is meeting all covertly with some guys at the hotel. The Chinese main character is approaching and the French boss guy is casually and viscously beating what looks like Chinese kitchen staff bloody on the floor, hands him over to some other guys who elaborately make a display of breaking his neck with a kick and Jet Li's character just doesn't seem to react or question it at all.

This made me assume everyone was just mobsters and Jet Li was also supposed to be some kind of hired bad guy who witnesses murders all the time and didn't care. But later it turns out he's some sort of cop and we're supposed to be rooting for the guy! What's also annoying is that the audience is given almost zero context for the killing but then again this film seems to take place in a world were there is next to no consequences for all sorts of violence done in public in front of many witnesses.
