But that "kick ass take-charge girl FBI agent" has very little to do with the movie. She just fails, gets angry, and then Tommy Lee Jones does everything. So there may be a girl in charge in the movie. But I would not classify it as a "girl in charge" movie, that is just one, pretty insignificant character.
