This movie spawned a sequel, and doing so might be considered an automatic exemption from a "worst movie" designation.

Terrible movies can't have sequels?

A movie can be "terrible" in a certain sense. If it appeals to a large enough audience, then it at least is not categorically unwatchable.
Also, many people thought the sequel was better, therefore the original could be said to have potential, and minor flaws that are easily correctible. A "worst" kind of movie would not even have those qualities, otherwise you'd be weakening the meaning of "worst".

It wasn't horrible at all. Parts were actually brilliant, hence its big success. It was a good mix of tribute and satire like The Brady Bunch Movie.
