Conversation with drug dealer at the strip club

I wasnt totally following, what were they talking about when vin and the drug dealer were negotiating a "number" and he manages to get 15, instead of 18. I dont quite understand that scene. Could someone please explain that part to me? thanks.

18 thou. for every shipment. Vin feels it's too high, and works him down to 15.

That is to say their dealing ways work the same way ours do.
