what does the tattoo on the eyebrows of the bad guy read? the one who assaults the cocaine delivering plane.
and what does PJF stand for on the kevlar wests of the DEA guys at the beginning?

PJF = Policía Judicial Federal (they were Mexican SWAT cops)
