Why the second to last scene? The speech and the handcuffs and the arrest. Why was Vince to content with arresting Memo Lucero? He didn't kill his wife... He wasn't the bad guy, Diablo was, right?

memo was diablo, remember when sean reached the cash in mexico and found memos 2nd in command? and he said something about so youre diablo? and the guy said no, the whole thing was a scam/feint to trick the feds and bust out memo/diablo.

while he was the head of a huge and powerful cartel hes going to be under tight security, but when it looks like he has no power, his old gang has left him or been taken out and is running scared, less precautions taken, plus he can realistically say he is in danger and that someone even more powerful is coming for him, so he needs a transfer, which he couldnt claim if there wasnt another new cartel taking over his business, he had his own wife and son car bombed to save his own neck and had the news broken to him over a phone he probably knew was being tapped, oh and he makes out he can be useful to the authorities, all at once. hey my pipeline is over but i have some contacts that could help you stop this new even more deadly gang, maybe he could of even got himself a deal if his break out had failed, by providing intel on an imaginary new cartel in return for a reduced sentence etc. anyway memo keeps the same key distributors like the white power gang but has replacable small people killed off that can be replaced, to make it look like theres a new bigger threat than memo and that memo really does need to be moved for his safety, especially as he needs to be kept alive as he might be able to help bring down the new cartel using his old contacts.

he basically long conned the dea into focusing on something else and losing interest in him, while they went after his alter ego. in the meantime the real him escapes and he maybe spends another 7 years running a giant cartel while the feds chase whispers of ghosts, its probably why he stopped in colombia, he figured hed take a lil break after 7 years on the run, before anyone figured out he was diablo and came looking again, while the feds are looking for diablo, recapturing some tired old washed up kingpin probably cowering in a hole somewhere on the run from diablo is not a priority.

i even think the guy at the drug deal saying hed killed some cops wife was part of the con, that memo knew that sean was at that deal and had the supplier told to say that, tell the supplier its a negotiating tactic, or we went to the trouble of taking out a cop, we didnt go to those lengths for no one to hear about it, make sure you mention it to show how tough we are, knowing sean would probably lose it and kill the guy and a) think hes settled the score and chill out b) get kicked off the force and not be a problem for memo anymore or c) get killed in the chaos, just look how many assassins happened to be there including the woman who shot the fat guy sitting at the water fountain, she pops up and shoots the cop who was at the next table in the head as soon he pulls his gun to shoot at the other hitmen and hitwomen, why would a diablo put all of his top enforcers and killers in one spot for a common drug deal? and the white power guy didnt seem to know theyd be there, his back up was the hitman dressed as a cop, the white power guy was used as bait/cannon fodder to lure in sean for memo to have his killed in a massacre, and hey when it turns out the feds shot first, public opinion turns against them, people get investigated, maybe their methods arent reliable, maybe they need their budget cut or their investigations halted during a review, whatever way it goes, it comes up rosey for diablo/memo and gets revenge on the dea, maybe even slows down the dea catching on to him again in the future.
