Some germans could even be offended by calling the first and second stanza a part of the anthem. Simply because of the lyrics ("germany above everything") even though the song dates back to 1841 and there was another reason for those lyrics (the breaking up of the holy roman empire (1st reich) through napoleon, leaving the german states alienated from each other, dominated by Prussia) it is widely connected with Hitler and the 3rd Reich.

Regarding the lyrics, it's not a quite unusual anthem. Many national anthem have been written after the country itself gained independence from the oppressors or an other menace or something like that, meaning many anthems have a kinda nationalist touch, so I wouldn't overrate the German lyrcics even though many ppl associate it with Hitler.
