Why was the end filmed in black and white? It is in color the whole way and then suddenly goes black and white? what gives?

Call it being artsy. A deeper analogy would be that it was showing all these celebs & high-profile folks coming out of the funeral and in the real world, but the way the public was used to seeing them at the time [remember all the film fans gawking outside the chapel]. On film or in the paper, these people were seen in B&W. They weren't on the yacht anymore, no longer themselves, they had their public image on, which is why it went back to color when Ince's wife was recalls the experience in her head thinking back years later.

The very beginning was in black and white as well. The present was filmed in b&w, the flashback of the weekend was in color.
