I want to think that in the end Sgt. Oh still considered Lee as a brother.

But, what if he still held a grudge against Lee for trying to shoot him twice in the face? If this was the case then Sgt. Oh lied about who really killed Jung in order to mess up with Lee´s head.

what do you guys think?

Doubt it, still possible if you really want it to be.
Would explain why Lee shot himself all of a sudden.
