In the 90s Ghost Rider where the caretaker first appears he is part of a secret group called the Blood but he does figure into why Danny Ketch became The Ghost Rider

Creative liberty from the writers. The Phantom Rider didn't look like that, either. He was just a guy in a costume. But you probably already knew that.
