It's just a codeword, Like Apollo or Marketgarden. By itself it is meaningless.

I'm not a native speaker of English, but could it be a synonym of stepstone? As in, to tread on something?

In a sense, but we never use that term.

Its ambiguous, it has no read meaning.

IIRC in the book it turns out to be the name of the street in New York the headquarters of the people who made Bourne what he is.

Okay I figured as much. I thought maybe it had a meaning, like some old British war term or something.
