Sorry I must have been distracted when it was explained .why was there just a random 22 mill sitting in a safe and not removed by whoever took out the rest of the furniture?

I believe Jared Leto's character explained how he found out about it, and Forrest Whitakers character built panic rooms. He (Whitaker) knew the information about when the Altman's were supposed to ACTUALLY move in. That being said, I always thought the previous owners before the Altman's just didn't know about the secret stash.

The previous tenant, who was wheelchair-bound, was wealthy and had his money in bearer bonds. Jared Leto's character was one of his caregivers and stood to inherit the money, but only a part of it, roughly 1 mil for him. He found out they were in the safe. However, the estate has not been settled yet. Instead of taking that small cut, Leto's character hatched a plan to steal the bonds and split it three ways, rather than 10 ways.

When they were originally viewing the house, it was explained that the previous owner was paranoid about everyone stealing all his money, including his own family. That is why only the grandson who took care of him during his final 2 years of life was the only one he told about the safe and what it contained.
