What was the point...

....of making Burnham such a sympathetic character, only to have him wind up just being arrested? He refuses to hurt anyone, saves the kid, kills the bad guy, etc. I mean I know he's still a bad guy and he wasn't exactly a thief with a heart of gold, but still, there's a pretty clear effort to show him as being a decent person who has fallen on hard times. Why go to all that trouble just to have no payoff?

He was the most dynamic "bad guy". It makes him the most interesting of the bunch, to me.
