No, the tagline simply means that when the police have a really bad situation, they deploy SWAT. Although in some major situations, police SWAT units may be assisted by federal law enforcement.

of course cops dont dial 911. and SWAT doesnt call the FBI either!
the FBI joins a crime scene when they are looking for jurisdiction over the suspects. Certain crimes allow federal agencies to obtain jurisdiction over certain cases.
For example, when the suspect is an international high priority drug dealer. Then not only FBI but certainly the DEA and INTERPOl would join together to discuss jurisdiction.

When the US calls 911, the United States Marine Corps answers. The Marines are America's SWAT.
