I don't think it means anything. I live in London, and all pedestrian crossings have that sign illuminated once the button is pressed. The whole point of "Wait" is for the pedestrians to wait until the lights change. I don't those things work in America but that's how it is in the UK.
Kind of stating the obvious here but then again, there isn't any meaning here.
