Nope. The first Dcom movie ever made was Underwraps in 1997.

Actually the first Disney channel original movie is called tiger town which debut in 1983 since then there have been 118 original movies and counting. all information taken from http://www.ultimatedisney.com/tvmovies-dcom.html
