What your mate told you is wrong. For the rating of each release, refer to the "Alternate Versions" section of the Kite page. I updated it a month or so ago with more accurate U.S. release information. The info is all easily found on other sites such as animenewsnetwork.com and animeondvd.com.
AnimeOnDVD.com links for U.S. releases:
1) Kite - 16+ - First Release - http://www.animeondvd.com/reviews2/disc_reviews/412.php
2) Kite - 18+ - Director's Cut - http://www.animeondvd.com/reviews2/disc_reviews/182.php
3) Kite - 18+ - Special Edition Uncut - http://www.animeondvd.com/reviews2/disc_reviews/3157.php
dwkjo is correct about what's different between the Director's Cut and the new Special Edition Uncut version of Kite. Another difference is that the Uncut release is presented in it's original playing form, that is all previous U.S. releases were sold as a movie. Kite is not a movie but a 2 episode OAV (straight-to-video) that had it's own VHS/DVD release per episode in Japan originally, so this Uncut version finally preserves the original format of having each episode play with their own opening and ending, not splicing the episodes together to form a movie. Such a thing might be meaningless to most but it tends to be a big deal with purists. This new release also boasts a noteworthy extra. a long interview with Umetsu. Umetsu is rarely ever heard from so fans of his work might find this of interest.
