Who kept calling and hanging up?

The ex-wife? El Chivo? But they didnt know each other. What did I miss? I remember the the guy calling his ex and hanging up. Was she doing the same thing? Thanks in advance.

Probably the wife herself.

I always assumed it was the wife calling the apartment just as Valeria had called her house before that.

Yep. And he in fact did the same thing to his wife later in the film... and after hearing nothing down the line she asks 'darling is that you' or something similar which makes it obvious.
