Actually, it can be either one. They're both correct. At least, they were both correct when I was growing up. If something has changed, I'm unaware of it, but that doesn't mean it hasn't changed.

Jones's is correct. Jones' is incorrect, albeit the more popular way to write it for some semi-literate reason. Most writing guides indicate a preference for Jones's. The only time the "s" is left off after the apostrophe is when writing Jesus' or Moses'. If you don't believe me, look it up.
