I'm not too sure if there was an X files t-shirt with the gunmen on it, but there was the one-off comic of the lone gunmen, written by Jane Espenson

I think the DVD set is the best you're going to get. The only X-Files figures were made by MacFarlane and I think they only did mulder, scully and a few alien/monster type things in the 6-inchers and mulder, scully, csm, and I think maybe skinner and doggett in the big 12-inchers. I remember seeing one tiny little lego-ish figure of Frohike on ebay as part of some other line. I forget what the toy line is called, it's a bit weird.
