Why didn't the librarian get arrested instead of Dizzy?

Grabbing onto his penis without his permission, and not letting go when he asks her to, is sexual assault. Breaking his penis is battery.

Maybe she gets arrested, who knows. Dizzy was arrested because he disturbed the choir's performance.
