That depends. How mature is she?
The film isn't "SCARY" in the way that say, "Halloween" or "Scream" are. The horror label comes from the monster movie part of it.
The film is violent, but it's mostly martial arts and some swordplay. Labelling it as "STRONG violence gives the impression that it's intense, but it's not.
There are some scenes that are pretty gory, but they're short and brief.
There's no real sex or nudity save for a scene in a brothel (but it's not very explicit).
Honestly, I'd be wary of letting a 10 year old see this movie. For once, the film deserves the R rating it got. If she wants to see a french movie, there are others that she could watch (I can't think of any off the top of my head though).
My advice? Watch it first, because you know your sister better than i do.
