Winston's gun had an integrated silencer, note the thick barrel. It's been a few years since I've watched this movie (great comedy), but I recall it being a Ruger. Ruger has made several single shot 22cal pistols with integrated silencers. However, Winston's gun was more likely a modified Hollywood prop gun.
Actually, semi-autos are the second loudest of the three types of handguns, with revolvers being the loudest. Bolt-actions are the quietest. There are three noises that make up the sound of a gun being shot- the powder explosion coming out the barrel, the bullet breaking the sound barrier, and the action.
Revolvers are loudest due to a short barrel and a rather large gap between the revolving chambers and the barrel.
Semi-autos have the loudest action, with all the steel being moved around during the shot, as it reloads the next round.
Bolt-actions don't move any steel when being shot, thus most likely to be quiet.
It all boils down to the round being shot. Silenced weapons are most often bolt-action and require the use of a sub-sonic round to avoid the sound barrier shock.
In Hollywood, the most common 'silenced' weapon would be a semi-auto 1911 framed .45cal. only for its looks. They don't exist in the real world due to the loud action, sonic rounds, and short barrel. Simply screwing on a silencer isn't enough, you still have the action and the bullet breaking the sound barrier.
