Would someone please explain why her neck was moving when she died? It was really weird.

It was broken, and I guess that was the most disturbing way to show it.

That or maybe it was a metaphor on underground Japanese society or something.

My best explanation is that her neck snapped and a sharp piece of bone severed a Jugular vein, which caused a massive internal hemmorhage. The movement you saw in her neck was the blood gushing from the vein.
